I just received 6 railking passenger cars. These cars are very nice and beings my layout now is on the smaller size I thought the 16.5" cars are the right size for me. The only issue is that there are no passengers. What would be the best passengers to install? Who makes the nicest ones?

Something I thought about trying but wanted to wait for another guinea pig to try it.
If I was going to go through the trouble of opening up a passenger car, I would try using HO scale people to put in the seats. They’d be small enough that no amputation would be necessary and you could add a shim on the seats to raise the figures up to window height. The HO figures would be less costly so you could add more to each car and they would probably look fine looking through the car windows as the train is speeding past your view.

I think Bachmann makes O gauge size figures ready to install without modification. There is also an e-bay seller in California that has a large variety of painted figures seated and standing.

Figures advertised online as O or 1/48 scale are almost always too big to fit inside 3rail O scale passenger cars, the interiors being much nearer S or 1/64 scale. The exception is MTH Railking passenger figures that you can still find on eBay and various hobby vendor sites. Lionel makes a number of seated passenger figures that are the right size but don’t have much variety.
If you can’t find the Railking or Lionel figures I’d stick with those figures that are described as S scale. HO figures are usually too small except in really confined spaces like dome interiors.

Here is what I did. I bought some sitting people from an ebayer called we honest I have extra, but as traindiesel said you have to cut there feet off. they come with I believe 50 to a pack. I do not remember what I paid but you can have them for $10 for 2 packs plus actual shipping. My cars are full of people.

Plus one on the Chinese immigrants. They do not have the best paint jobs as quality figures you want front and center. But for background people or passengers, they really can't be beat for the price. Yes... Sometimes foot surgery is required. Simple and painless.

Bachmann has some O scale truncated seated passenger figures which may fit your needs especially if you cringe at the prospect of amputating your passenger's legs.
If you do operate do you use anesthesia?

One thing I’ve noticed from almost all the vendors is that even if the figures are painted they never seem to paint the faces and eyes. Ever notice that.
Also what is the name of that ebay seller that was mentioned.

Sometimes a faceless figure it better than the ones with googly eyes. For some of my detailed scenes I buy these quality 3D figures from Miniprints in Canada. You have to paint them yourself. I found some light weathering powder on the face draws out all of the features needed. The company mentioned earlier is WeHonest. But frankly if you type Cheap O Gauge people in the search, you will find dozens of vendors who sell those figures cheap.

Basic block-painted colors, a wash of diluted black paint or some ink, than a shot of clear matte and a bit of a dry-brush, you can make almost any figure presentatble: These are old Plasticville citizens, but most any will do. Most important is the shot of clear matte, even over some of those Chinese prepainted figures. They'll look 100% better for it.

I’ve used these people from Lionel in my Railking passenger cars. They fit in the streamlined cars without surgery but I had to shorten the legs to fit them in the Amfleet cars.
