I have not done this myself but I believe that when you create a new thread (as opposed to replying to an existing one) an option appears on the page to create a poll. Alternatively it may be an option on the same page to create a poll rather than a new thread. I’ll defer to one of the Forum geniuses for confirmation!
P.S. I checked and the actual option is to “add poll” when you click on “create thread”.
