From other reports that are now emerging it looks like this is an issue in many but not all dummy units with the wrong part(s) being used. I still don’t understand the circuit itself but someone who does says that it’s obvious that a diode or rectifier should have been used, and there may be a lighting PCB at the front of the unit. But someone else says that the units as built were only designed to run on DC, not AC power, the circuit using the capacitor is “inexplicable” and removing the capacitor will not affect the lighting, which can run on track power although some of it will be dim. I can’t understand how that is so given what I can see of the components.
Anyway, Menards will have to replace defective units as I doubt they have any repair capacity. Trouble is that without opening up a unit you can’t know if it’s defective in advance of powering it and see if it produces smoke! Anyone on OGF who has purchased one of the Menards Blue A-A sets or any of the dummy B units needs to be aware of this problem as it is a safety hazard - at least to your layout.
