Well, one step forward and two steps back.
The paint had a problem in a couple of areas that is forcing me to start over on the painting. I don't think the primer was needed and caused more harm than good.
So, back to the isoproply alcohol bath it goes. I will then try just a coat of red and see what happens.
Learning experience for sure.

Adam, what kind of paint and primer did you use? What kind of defect did you have in the red coat?

The repaint seems to be a bit better. It was harder to strip the pain with primer off.
I’m probably not using the ideal paint for this but it’s a spray can that is good for plastic, not a modeling specific paint. I’ll get some photos posted in the next couple of days.

Let us know what brand of primer it was. Primer and priming has never been an issue at my end, but always a first time. After removing paint, did you give it a good soapy wash and rinse? I always wait 48 hours before priming after the bath.

Thanks all for offering to help. Painting is not my strongest skill. I did the alcohol stripping and soap bath, but didnt wait 48 hours until paint, more like 12 hours until it was dry. Im sure I am not using the best paint for this job now. Its a Rustoleum all purpose spray paint and primer, which is why ion the second round I decided to not use a separate primer. It seems to go on fine and in the early process of drying seems to be OK, but when it dries further it seems to clump or wrinkle. Here is a photo of the problem. Which paint should I use? Maybe a Testors model spray paint? They are a bit hard to find around here for some reason. Any with regard to primer what would you suggest? Luckily it has been pretty easy to strip this paint so I will likely need to do it again.

I think the paint I was using was too thick. Its the Rustoleum 2X which seems to goon thicker. I will try the Tamiya this time.

Well I painted the truck sides and the frame today, using brush and Testors. The prototype has silver trucks and a black frame. Aside from my amateurish painting skills, I have gotten better with brush painting and I really like how Testors goes on, especially on metal. Their metallic colors go on like magic. Very easy. I am now 100% convinced that my troubles with the body have to do with the paint I have chosen. My googling research indicated that a spray paint like I was using should be fine, but I think that is not correct. I ordered some Tamika cans (thanks Tom!) of paint and primer. Once I have it stripped and cleaned (I will wait Walt's suggested 48 hours), I will try again. Worst case scenario, I will brush paint it.

Adam, I continue to enjoy the updates. Although I am not likely to do any painting, I am learning alot from member posts. Continued good success. What will be next after the painting (other than decals)? Alfred

Good question Alfred.
Painting is not my strong skill-set, but I am looking at this as a learning experience. Failure is a great way to learn and I welcome it. I think it got this figured out now.
Here are some things on the list after painting and decal application (which will be another first and challenge for me).
Mainly, there are a number of parts missing that I will need to reproduce, all with 3D printing. 1. The number board light covers are missing. I will design and 3D print those as thin as I can so light can shine through. 2. Front headlight is missing. I have some clear plastic printing filament i can use to print that. 3. Horns are missing.
I'm sure there are more parts missing that I will discover as I go.
I also need to wire in some lights as they were missing as well. I have some LEDs that I can use for that.
