So, have an H16-44 that hasn't been run, owned it a few years. I placed it on track two nights ago for the first time, and the only thing that happens is the horn blowing incessantly. Can't get movement, just a horn.
This is in conventional with an MTH Z-4000. I don't have a Legacy setup installed at this time, so any diagnosis/changes would need to be with a conventional transformer.

Step one- confirm you have program/run switch to run It's 6-83399 I confirmed it's in run. Tonight, messing with it, I found that hitting the direction button on the transformer restarts the entire startup sequence, however if you hold the bell or horn button while hitting the direction button it'll engage and move, and the horn won't sound. It does restart the startup sequence even with that, however. Once it's moving, sounds work normally as well. So, I can get it operating in forward/reverse, but requires holding the bell/horn button to do so. Operates as normal once moving, but if the transformer handle is moved ahead without first holding the button, you get nothing but the horn and remaining stationary.

Messed with it some more tonight. Set it to program and powered up, then switched to run. Worked fine at that point. Power down, start over, and the horn issue returns.

Yep, seen this. You will have to contact Lionel and get an RA number. Some of their boards need to be re-flashed
