My brother saw this at a toy fair and sent it to me. Judging by what I see where the paint has chipped off, it seems to be die cast (no zinc pest!) and although fairly beat up also seems to have its original decals/lettering. I'm only trying to get a handle on how old it is and what make:
The name Shell R.P.X. 5789 does not turn up in any search I've done. But on unpacking this, actually the first thing I noticed was that it appeared to have Kadee couplers. Sure enough, on turning it over they are labelled "Kadee O" and one has got, er, dislocated being pulled open back on itself. Apart from that, this car looks to have been tinkered with a lot. Dunno why it's got the brass rod slotted into the underside and the trucks dangle off a couple of homemade wire clips:
Rather stupidly, I first thought this was an O27 car until I realized it must be 2-rail S scale. So to me that means American Flyer and maybe from the AC Gilbert era? Interestingly (to me) the lettering on the frame says "Built 2-21" which must refer to the prototype:
It'll find a retirement home in my display cabinet but if anyone has an idea of its age I'd be interested to know.

Looks to be a older brass kit car by Locomotive Workshop. They made brass kits many moons ago...

I think JDaddy is on the right track. The car looks like it's from a 2 rail O scale kit. The trucks and wheels don't look like they were designed to run on American Flyer track.

Belated thanks to all for the great input on this. With other research I have learned far more about tank cars than I ever expected to.
This car is clearly something of a hybrid. I think that at some time in its life it was repainted black (the finish appears to have been brushed on and not from a rattle can) and new decals applied. Although the decals looked original when I first looked at them, I now think they were added later over new paint. And unless what I am seeing where the paint has chipped off is gray primer, the original metal is die cast. However, some of the applied features, including on the top and the hand rails, are definitely brass.
I didn't measure the trucks when I had the car out but I didn't think I had to; despite how the photos appear, these are not O gauge width and I assumed they were S.
So possibly AF or scratch built from a brass kit. The brass beam underneath, which has not been painted but is otherwise very carefully installed, might have been inserted to stop the body/frame from distorting.
I still can't date this very accurately but I think it might be early PW. Anyway it now resides in the display area reserved for industrial freight and an Indiana Harbor Belt steam switcher.
