I have two MTH PS1 engines, both are 400E one blue and one gray ( I know that shouldn't matter. ) if both are on the track and I have power off to one I can't get either to work. And it doesn't matter which one I try. all I can get is the 2 bells, both engines tried, turn on get two bells let it sit for a bit charging, turn off and try to run and all I get is two bells, Now let me take one off the track and the other will work. the only connection is they share the U on the ZW. trying both doesn't change anything, neither will run. I have tried two different transformers.

You are getting the two bells, they should work. Once you get the two dings, go to zero volts then up the throttle and they should move. If they don't they may be scrambled and you need the reprogramming chip. But you get three clanks, that's the tell tail sign that the board is scrambled.

But if just one is on the two tracks all works fine. Doesn't matter which one or which track. for some reason I feel it has to do with the common terminals

Well I decided to unhook the two alligator clips hooked to terminal B, they were clipped to the train table, I do not know why but that fixed it, and no there is no connection electrically along the table of wood.

Are your outer rails bonded together?
Are these two separate loops or just a dark siding you have powered off? Wondering if the (-) of each need to be phased together.

Found the problem, I believe my alligator clips which is a double wire may have had a short in it. As no problem once I removed them from post B
