For the benefit/curiosity of those kind enough to offer suggestions I will do my best Paul Harvey impersonation and give you the rest of the story.
The engine I selected is a Lionel 10 wheeler 4-6-0 C&O early Legacy and wireless tether 6-11657. It is a colorful little dickens which other than its' diminutive size was a material reason for the selection. I require a little pizzaz over prototypical correctness with my Brigadoon layout situation. Rated C-8 and functional from Trainz, we shall see what we shall see some time next week. Hopefully more treat than trick.
I know there are newer 4-6-0s in the latest Lionel catalog, however the only paint scheme that I would consider was the B&O Royal Blue Line, but that paint scheme was/is so associated with the passenger train, it did not seem right to me to relegate the engine to a milk run.
There is one question. Is it possible let alone feasible/cost effective to retrofit an older Legacy engine with whistle steam? This seems to be the primary difference between the new and older 4-6-0s.

Well unfortunately the condition of the C&O was for various reasons not acceptable to me. I am trying to select a road name which would plausibly have had run dedicated milk trains most likely to NYC. I came upon the NYC&HR RR Lionel 10 wheeler preorder. Would this be a good fit, or far fetched?

Ron, Yes I know the Runamuck RR. But I do like to be somewhat accurate in what would have could have been likely. Those Hood cars are killer BTW. I am hoping Harmonyard Pat will choose to respond as this is in his wheel house modeling wise.
But the real question after watching that video is Ron, got milk?!

Well unfortunately the condition of the C&O was for various reasons not acceptable to me. I am trying to select a road name which would plausibly have had run dedicated milk trains most likely to NYC. I came upon the NYC&HR RR Lionel 10 wheeler preorder. Would this be a good fit, or far fetched? For easy probable, to find an engine. The NYC had dedicated Milk Trains. This would also cover a wide area if your modeling areas NYC had track age. Other RRs that dedicated milk runs to NYC were Erie, Pennsylvania, Lehigh Valley, and the Delaware, Lackawanna,& Western RRs. These had dedicated direct runs to NYC. Hope this helps.

Well your reply as well as JDaddy's was very timely for after the C&O disappointment, I was encouraged to revisit the new Lionel 10 wheeler offerings which are by coincidence about to arrive at a dealer near you. The other than black but still subtly distinctive NYC&HR kept drawing my attention. Then I recalled reading that the dedicated milk trains usually had a combine car bringing up the rear. A quick search came up with a Lionel NYC&HR coach and combine two pack from the 2022 catalog. That sealed the deal for me. Cars are on the way shortly, and the engine was preordered. Thanks to all for giving me useful tips/suggestions to make my decision.
