So last night I got my Lionel Base 3 set up. Yay!
Set up my first engine and drove it around/played around to get familiar with things.
Tonight I come out, and when I turn on my ZW it shows 0V of track power.
No indication of Base 3 issues - connects to the app/phone just fine.
When I set my ZW back to conventional mode track powers up, take an engine for a run around the layout, and everything works as it should.
Reset ZW to run and command mode again - 0 volts again.
No shorts, no indication of issues.
Any suggestions?

What transformer are you you using exactly? A PW ZW, a ZW-C with bricks?

Or a ZW-L?

If the ZW-L is set for command, small switch on back, regardless of where the handles are set or get set to until you use a Cab1L, Cab2 or the App3 (which is currently not working in TR mode) to address those channels and raise the voltage to the A and D outputs will not put voltage to the track. This allows you to use the remote to control the voltage. How it is controlled depends on whether the ZW-L is addressed as an ENG or a TR. Check your manual for how that is done.
Myself, my ZW-L is set for conventional control. This means I must physically raise and lower the handles to control the power to the track. Good news is that "HALT" still works regardless of whether it is set for command or conventional.
Did you have a command base before in use with the ZW-L? It should work the same except of course the forementioned App issue yet to be fixed. Maybe a little more information on your setup.

This is my first go at the legacy system I would check the Command / Conv switch on the ZW-L. If it's in command, it is wanting the Base3 to control it. Since you didn't have a Base before it was technically always in conventional. Once you added Base3 the Command electronics "woke up" expecting a command from the Base3 system.
I would slide it to Conv for now. The ZW-L should operate as before until you have a chance to read up on controlling the ZW-L with command. Being able to raise and lower the voltage from the remotes / Cab3 app is handy especially if you run conventional engines.
Let us know how you make out.

Thanks for assistance
Basically started over with setting up my ZW and app and it works. Not really sure where I went wrong on first go around, but we’ll take it.
