Well I did, this pass Sunday I added about 100 figures to my passenger cars with the help of a friend who got the cars apart for me to get to the seating. Have you ever wondered why O scale people Dont fit in O scale seats? Especially the legs so amputation is the thing you have to do. I looked at ho people and they are too small.
They are now drying to make sure they will not move, I used plastic glue. I will run them next Sunday on his layout which btw is turning into one of the best in our area. His ballasting and trees is some of the best. maybe one day he will join us on the OGF. We all could learn from him!!

I’ve amputated many legs. I too wonder why they don’t fit, but don’t let it bother me much.

Yeah, me and my sons painted plenty of MTH people and put them in our cars. Amputations were necessary. A good project, and it makes a big difference.
Be sure to let the glue dry for a couple of days before you put the shells back on. Most hobby glues release fumes while drying that will fog the windows.

No real mystery -- most "seated" figures I've seen appear posed for placement on open benches or seats, not the restricted (and sometimes sub-scale) space made available in train or auto interiors. Unfortunately, with cast figures, amputation (and sometimes careful reconstruction) is the only option -- and as long as the amputation/reconstruction sites are not too visible, it's likely no one will be the wiser!
