I have seen vinegar and Envirorust for track that can be submerged and baked but what about switch with electrical connections, etc.?

White vinegar is the best cleaner for brass and copper. I soak my brass cars in it before painting and it cleans any oxidation on metal that has built up on it. I would soak the parts for a couple of days and clean with a tooth brush.

So I should disassemble my Tinplate switches to soak the parts? How about toothbrush or scrubbing while intact with vinegar?

yes, disassemble, soak for 2 days, no scrubbing required.
