Jason, you've designed a great plan. There is lots of railroading action in your very well thought out plan. I give it two enthusiastic thumbs up. 👍 👍

As can be seen by the last few posts in my PRR Panhandle thread, planning is a gradual, non-linear type of thing. At the beginning I planned a number of areas in detail, but left some more vague, e.g. the Steubenville station area. The entire downtown Steubenville area was just a place (without any detail) for the longest time (several years). As time went by and I turned my attention to those areas, more detailed planning (and some changes) emerged. This isn't any special technique - it's just how the mind works, I think. You plan the most important or best understood areas first and fill in the rest as the opportunity or whim takes you.
